Brussels, 13/04/2004 (Agence Europe) - The Irish Presidency and Russian Government claim to be confident that negotiations to extend the Partnership and Co-operation Agreement (PCA) to the ten new EU members will make progress - and could even be concluded - on Wednesday in Dublin at an EU "Troïka" meeting chaired by Brian Cowen with the new Russian Foreign Affairs Minister Sergueï Lavrov.
