Requests by Olivier Dupuis to Romano Prodi

Brussels, 16/02/2004 (Agence Europe) - Olivier Dupuis, the Lista Bonino MEP who has been on hunger strike for nearly a month "for Chechnya", has written an open letter to President Prodi in which he lists what he feels the European Union should do to contribute to a resolution in Chechnya. According to the MEP (who hopes to meet the Commission President to discuss these ideas), the EU should: -demand that the Russian authorities allow European institutions, international organisations and journalists to work and travel within Chechnya; -guarantee the safety and dignified living conditions to Chechens living in camps (in Russia and outside it) "without even the protection accorded by the status on refugees"; -draw up, as permitted under article 4 of the EU Treaty, a "white list of Chechens responsible for promoting the search for a peaceful and political resolution" in Chechnya, and authorise them to live and travel freely within the territory of the EU; -recognise that the deportation of Chechen people ruled by Stalin in 1944 had been a "genocide"; -take public note of the peace plan of the "Mashkadov government providing for the establishment of an interim UN administration in Chechnya".
