Brussels, 23/01/2004 (Agence Europe) - After having invited, in veiled terms, the Colombian government to act in respect of the rule of law in combating the Marxist guerrilla force (see yesterday's EUROPE, p.5), the European Commissioner for External Relations, Chris Patten, called upon the FARC (the main Colombian guerrilla movement) in Bogota on Wednesday to "negotiate and implement a humanitarian agreement (for exchanging prisoners)" and denounced the kidnapping of civilians by rebels....
