Strasbourg, 15/01/2004 (Agence Europe) - On Wednesday Jens-Peter Bonde, president of the Europe of Democracies and Diversities at the European Parliament and former Convention Member, presented the president of the European Council, Bertie Ahern, with the Convention's "Minority Report". The former declared that "he possessed the key for the future", particularly for solving the problem of the majority at the Council. Bonde, from Denmark, pointed out that a minority of the Convention had suggested that "as a general rule, decision should be taken at the Council be a 75% majority of all Member States" (instead of the 50% proposed by the Convention) and that "this 75% also represented 50% of electors" (instead of the 60% of the population suggested by the Convention). He also insisted that "all countries in the EU, large and small, have the right of veto on vital issues".
