No headway in second railway package at EP/Council trialogue

Brussels, 15/01/2004 (Agence Europe) - The Trialogue on the second railways package on Tuesday in Strasbourg in a backdrop to the European Parliament plenary, saw no headway being made on the issue. Parliament and the Council are sill sticking to their guns over the three crucial points: 1) the date for opening up international transport and national freight to competition (parliament want 1 January at the latest, the Council want 1 January 2008, and especially on the opening up to competition of passenger transport (which the Council is categorically refusing); 2) the modalities for introducing the new national safety measures after entry into force of the proposals (parliament is demanding the preliminary authorisation of the European Commission, which the Council refuses); 3) the composition of the management board at the European Railways Agency (parliament wants to limit the number of members to six representatives, while the Council wants a representative per Member State). Before the opening of the conciliation procedure on 27 January, another trialogue could take place (20 January has been mentioned).
