Two-speed Europe not an objective but could be a consequence, warns Jean-Claude Juncker

Brussels, 08/01/2004 (Agence Europe) - In an interview at the end of the year with Klaus Prömpers of the ZDF, Luxembourg prime minister Jean-Claude Juncker, questioned about the failure of the IGC summit on 13 December 2003 said that "the Polish are not the main barrier, but one of the main obstacles, Spain is another main obstacle, France is not an obstacle but part of the solution…The Polish should understand and the old experienced Member States too: don't carry out domestic policy by way of European policy and don't make European polices out of domestic policies even if they are closely linked". Mr Juncker also wants the EU to have a constitution by the end of the year but added, "I am not completely sure that this is possible". He explained that a two-speed Europe would not be a European policy objective but could be the consequence of a refusal by one or several members to go further towards integration - but not the objective, a possible consequence.

On the issue of whether he aspired to the post of president of the Commission in 2004 or 2009 Mr Juncker replied, "What I'll be doing in 2009 can really be seen in the stars of Europe (2004 he has said on many occasion that he will be a candidate in the elections in his country).
