Dublin, 08/01/2004 (Agence Europe) - The first European Security Strategy is "a short document, without jargon and which I hope is accessible for everyone, declared Javier Solana in Dublin revealing this document at the beginning of the Irish Presidency. After having noted that the future European constitution was important but that the rest of the world will not just stay there doing nothing while waiting for the EU to give itself a constitution. Mr Solana pointed out that in Bosnia where the EU was expected to take over from NATO that it would be the first case where the EU deployed both economic, trade, humanitarian, military and civilian instruments at the same time on the ground for the same goal. He highlighted options of: capability: that they were defining new objectives and that they had to be assured of having the necessary resources available; partnership, Solana mentioned the irreplaceable" partnership with the EU and the central place of NATO, which could however play a role only if they had the imagination and collective will to strengthen it, equip it so that it can fulfil its responsibilities and act effectively. Mr Solana said that the best way in which Europe would contribute to the building of a strong UN was to build a strong and able Europe that was committed to effective multilateralism. He pointed out that the EU "was able to respond as rapidly and decisively to the appeal of the UN" in sending peacekeeping troops to the Congo. He noted that without the ESDP and the development of military capability and ability to decide, they would never have been able to respond to the appeal.
