Brussels, 27/11/2003 (Agence Europe) - The JHA Council decided to put off examination of two proposals on the procedures for examining asylum requests and on the status of refugees until the Irish Presidency. There are too many differences on the first text, mainly on safe third countries and appeal procedure. Germany has not waived its reservation on the latter, since it has still not managed to have its national law adopted by both houses of its parliament. After long discussion by ambassadors and experts on Wednesday, the Council was only able, on Thursday, to notice failure at this stage. On the other hand, the Council managed to reach a political agreement on the early introduction of biometric data in visas and residence permits of third country nationals. As foreseen, it gave its agreement on the broad lines of the Commission's proposal on a European agency for border management. For these points, see yesterday's EUROPE, p.10.
