27/11/2003 (Agence Europe) - The Council's common position on the universalisation of the multilateral agreements in the field of non-proliferation of weapons of mass destruction and their means of delivery was published in the Official Journal L302 of 20 November. The aim is to encourage access and universal ratification of the following multilateral agreements: - Non-Proliferation Treaty (NPT) and guarantee agreements; - additional protocols to the International Atomic Energy Agency (IAEA); - Convention on chemical weapons; - Convention on the ban on biological weapons and toxins; - and The Hague Code of Conduct against the proliferation of ballistic missiles. The common position aims to encourage rapid entry into force of the Treaty for a full ban on nuclear testing. To achieve this, the EU and its Member States will endeavour to use the existing systems of control as effectively as possible, set up new mechanisms if necessary and strengthen the role of the Security Council.
