24/11/2003 (Agence Europe) - Nicholas Burns, American ambassador to NATO, told several journalists last Friday that the creation of a European headquarters independent from the Alliance was a technical question to be resolved "practically". If new institutions are created, he said, they will inevitably increase in size, and this could complicate the EU/NATO relationship.
