Brussels, 24/11/2003 (Agence Europe) - The second (and last) meeting of the Parliament/Council conciliation committee on the ecopoints system (the regulation governing the transit of lorries through Austria as of 2004) will take place 25 November, after the failure of the meeting of 11 November (EUROPE of 13 November p.9). According to a source close to the dossier, Parliament and Council are currently in agreement to apply the system to the whole of the Austrian territory, but are still to reach agreement on the total number of ecopoints to allocate (Council, spurred on by Austria, would like to reduce this number considerably), and on modalities for lorry transit. Parliament and Council apparently agree that lorries of categories 1, 2, 3 and 4 (the less polluting ones) should be able to circulate freely on Austrian soil, categories 6 and 7 should be limited and category 9 (the most polluting) be banned from 2004 (with an exemption for Greece and various high-cost lorries). Parliament, however, also wants to ban category 8 vehicles as of 2004, and limit category 5 as of 2005, whereas Council is said to disagree.
