29/08/2003 (Agence Europe) - German Transport Minister Manfred Stolpe is expected to draw the consequences of the row over the toll (for heavy vehicles) and resign, it is stated in a press release from CDU member Renate Sommer, rapporteur for the European Parliament on harmonisation of the toll systems in the EU (see EUROPE of 27 August, p.6, and 28 August, p.7). Ms Sommer, who accuses the minister of entailing a loss in receipts amounting to EUR 400 million for the months of September and October alone because of the delay in starting up the toll (until 2 November this year), also reproaches him for the "chaos" which surrounds the introduction of this new measure. She goes on to say: - it is not yet clear if the system will be technically operational, the necessary equipment ("on-board units" that should allow drivers to pay the tax without having to stop in order to gain time) are not available in sufficient quantities and "companies do not yet know what the costs they will have to pay really amount to".
