Parliamentary Assembly recommends European States adopt universal competency law

Strasbourg, 24/06/2003 (Agence Europe) - The Council of Europe's Parliamentary Assembly adopted on Monday in Strasbourg the report by Cypriot Christian Democrat Christos Pourgourides, which analyses the reasons the European Convention on Human Rights (ECHR) cannot be applied in certain areas.
