As for the stable presidency of the European Council, Andrew Duff insisted this role should be well and truly limited to the European Council, so that the president does not also coordinate the other Councils. On the subject of decision-making, Alain Lamassoure said: "one cannot ask the European Council to decide by unanimity to go on to qualified majority. We must decide in what areas to do so immediately". Johannes Voggenhuber insisted: "Why put off until 2009 the formula proposed by the Convention, with three years in between - it is not worthy of a Constitution but rather of IGC haggling". Elmar Brok finally said: "There are still too many bridges (…), it will be the Constitution of interim solutions".
