10/06/2003 (Agence Europe) - Last Friday, while Giuliano Amato was talking with the "government" component of the European Convention, Jean-Luc Dehaene was consulting the "European Parliament" component. On the subject of the Commission, Olivier Duhamel said on this occasion that "it is absurd to leave States the faculty of proposing three candidates to the post of Commissioner" ("this mechanism is political idiocy", he added). As for the stable presidency of the European Council, Andrew Duff insisted this role should be well and truly limited to the European Council, so that the president does not also coordinate the other Councils. On the subject of decision-making, Alain Lamassoure said: "one cannot ask the European Council to decide by unanimity to go on to qualified majority. We must decide in what areas to do so immediately". Johannes Voggenhuber insisted: "Why put off until 2009 the formula proposed by the Convention, with three years in between - it is not worthy of a Constitution but rather of IGC haggling". Elmar Brok finally said: "There are still too many bridges (…), it will be the Constitution of interim solutions".
