Adoption of draft reform of voting procedure within ECB Board of Governors

Brussels, 21/03/2003 (Agence Europe) - Due to Finland and the Netherlands lifting their reservations, the European Council on Friday unanimously adopted the recommendation by the European Central Bank (ECB) on changes to the voting procedure of the ECB Board of Governors, which provides for the creation of a system of rotation with three different groups. The Finnish Prime Minister, Paavo Lipponen, told the Press that even though his country had misgivings about the model chosen, it had never been his intention to block the decision. "There is no point going it alone against the rest", he explained, before pointing out that Finland wanted the subject to be raised at the coming Intergovernmental Conference (IGC). The Netherlands accepted the need to get behind the other Member States, notably by adopting a statement in which the Council confirms that the model planned "should not serve as a precedent for the future composition and the decision-making processes in other Community institutions".
