Strasbourg, 14/02/2003 (Agence Europe) - The European Constitution Intergroup of the European Parliament, meeting in Strasbourg, has examined the draft Articles presented by the Presidium of the European Convention and has strongly criticised them for both the style and content. The Intergroup consider that, "the text is more like the current European treaties than a constitutional text…it is too technical and too descriptive". It also believes that "it contains several cases of repetition, which is not customary in a constitution". The Intergroup is therefore calling on the Presidium to significantly revise the draft. The Intergroup is particularly concerned that the Charter of Fundamental Rights is not "hidden in a protocol", that the terms "supporting areas" is effectively a step backwards in relation to the Acquis, and that in effect the terms "complementary competencies" are therefore revised. Intergroup has also condemned Articles 13 and 14 on economic policy and foreign and security policy as being insufficient. It has asked the Convention to avoid becoming "dependent on the Eurosceptics".
