23/12/2002 (Agence Europe) - The Justice and Home Affairs Council of 19 December: (1) gave the Presidency a brief to negotiate with Norway and Iceland their participation in the European arrest warrant; (2) authorised the Member States to sign The Hague Convention of 1996 on parental responsibility (EUROPE of 30 November, p. 7); (3) adopted a decision on judicial cooperation between Member States to combat terrorism, in particular through the appointment of contact points in each Member State (EUROPE of 11 April 2002); (4) approved conclusions on the use of information technologies in criminal investigations (EUROPE of 26 July); (5) ratified the "roadmap" for preparation of the applicant States for Schengen ; (6) approved a declaration on civil protection in the ultraperipheral regions. In the Joint Committee, in cooperation with Iceland and Norway, the Fifteen approved a catalogue of recommendations for implementation of the Schengen acquis, and a decision on the common use of liaison officers posted in third countries (EUROPE of 30 July).
