Brussels, 22/12/2002 (Agence Europe) - A working group of representatives of national parliaments and the European Parliament on the functioning of COSAC adopted draft guidelines in Copenhagen last week on how national parliaments can be more involved in EU affairs with emphasis on governmental scrutiny on the Council. It also recommended setting up a standing COSAC secretariat and abandoning the unanimous voting rule for its decision making. These proposals will be submitted to a COSAC meeting in January 2003. In a press release, the President of the Danish Parliament's European Affairs Committee, Claus Larsen-Jansen, welcomed this outcome, saying that to avoid any misunderstandings, "the meeting declared the idea of a second chamber or a Congress as dead".
