28/11/2002 (Agence Europe) - Dominique Villepin and Joschka Fischer have sent new common Franco-German proposals to the European Convention, this time regarding judicial cooperation. We shall come back to this contribution, which above all proposes that decisions in this field should be taken by qualified majority in the future, and that a European prosecutor and a European border police should be created.
