28/11/2002 (Agence Europe) - At the time of going to press, the Fifteen were negotiating the draft regulation Dublin II, which is to determine which Member State is responsible for processing asylum requests. Ministers had already discussed the matter in the morning and during lunch, still with the same antagonism. Several bilateral meetings were held. (See EUROPE of 23 November, p.9).
