Brussels, 15/11/2002 (Agence Europe) - At Friday's budgetary "trilogy", the Council repeated that, at this stage, it rejected the EP's request to use the flexibility instrument to finance additional needs in Afghanistan (63 million euro) and under the World Health Fund (12 million euro). It is especially the funding of the World Health Fund that poses a problem. The Commission estimates needs at 72 million euro and proposes a financing, for half of it, from the budget of the European Development Fund. The EP upwardly reviewed needs (by 12 million euro) and would like this to be covered solely by the Community budget (external actions). The Council, which wants to keep a margin (for now of 63 million euro) under the ceiling of this heading of the financial perspectives, only took note of the positions and undertook to find a solution with the other institutions at the 25 November meeting, preceding the second reading of the draft 2003-budget. The other subject that divides, is the "CFSP" credits. The EP said that it would accept the amounts proposed by the Council (47.5 million euro) on condition of securing guarantees of being informed upstream of decisions taken in the field. Otherwise, it would only agree to a budget of 30 million euro. The question of administrative expenditure is almost settled since acceptance of the idea of not exceeding the ceiling thanks to a consensus on bringing forward expenditure linked to enlargement (500 posts requested by the Commission and publication of the acquis communautaire).
