15/11/2002 (Agence Europe) - Denis MacShane, who has succeeded Peter Hain as British Minister for Europe, in his first speech outside the United Kingdom in his new role (at the Estonian Foreign Policy Institute), stated that "the UK wants a single, coherent constitution for the EU, to show how the Union should work, where it should work, and where it should be reformed". Mr. MacShane added: "Valery Giscard d'Estaing's draft EU constitution …echoes UK thinking in a number of key areas. And it shows just how we are winning the argument for a union of sovereign states, not a blueprint for a federal superstate. Giscard d'Estaing wants to use his contribution to settle the relationship between the Union and its member states for the foreseeable future, to remove the sense of constant treaty change, with more and more powers being transferred to the centre. So do we. He supports the need to reform the stop-go of six monthly rotating presidencies, and the arguments for an elected President of the European Council. So do we.".
