Luxembourg, 21/10/2002 (Agence Europe) - At the General Affairs Council held in Luxembourg on Monday, the EU15 Foreign Ministers and their counterparts from the Baltic States, Norway, Iceland, Poland and Russia, approved the policy guidelines of the new Action Plan for the Northern Dimension, that would run for three years (2004-2006). The aim of this new plan, to focus on the Arctic region and Kaliningrad, is to ensure better coordination of financial instruments in order to have them cover priority sectors such as the economic environment, infrastructures (transport, energy, telecommunications), research, nuclear safety and justice and home affairs (mainly for the fight against cross-border organised crime). Participants also insisted on the need to establish a follow-up and review mechanism of the Action Plan. The Presidency was entrusted by Ministers with the task of forwarding these guidelines to the Commission which, in turn, will forward the finalised Action Plan to the Greek Presidency (beginning 1 January). Furthermore, in answer to questions on transit to and from Kaliningrad, the Danish Presidency pointed out that the subject had been placed on the table by the Russian Minister during the meeting but that it was not the right place for settling the problem. It nonetheless recalled that it would do everything possible to find a solution in respect of Lithuania's sovereignty and its right to join the EU.
