Brussels, 04/10/2002 (Agence Europe) - Russia has declared that it is disappointed by the EU Foreign Ministers' debate on Kaliningrad on Monday (EUROPE 2 October p 9), particularly by the refusal of the Fifteen to allow rail freight transit or buses to travel from mid-2003 onwards without visas.
