30/09/2002 (Agence Europe) - In a resolution adopted last week, the Parliamentary Assembly of the Council of Europe welcomed the acceptance by Iraq of the unconditional return of UN disarmament inspectors, who will have to report to the Security Council. Before examining this report, all armed conflict will have to be avoided, says the Assembly, "accusing the United States of marking its will to move towards armed conflict without a Security council mandate". It calls on Baghdad to co-operate with the inspectors and urges the members of the Security Council to only use military intervention should the inspectors report a flagrant violation of UN resolutions. The 44 member of the Council of Europe are urged to refrain from any action not covered by a United Nations Security Council mandate
