Parliament regrets Commission does not encourage Member States to introduce tax incentives to attract investment in film industry

Brussels, 04/07/2002 (Agence Europe) - With the adoption by 475 votes in favour, 18 against and 48 abstentions, the report by Luckas Vander Taelen (Greens/EFA, Belgium) on the Commission's communication concerning "certain legal aspects linked to film production and other audiovisual works", the European Parliament invites the Commission to do everything possible to ensure the free movement of audiovisual works within the internal market by 2005. Above all, the Parliament: 1) encourages the Commission in its approach aimed at making the criteria that it applies in its examination of aid to the audiovisual sector in the Member States more transparent, and calls on it to adjust, where necessary, legislative provisions relating to aid so that the dual cultural and industrial nature of the audiovisual sector may be taken into account; 2) calls on the Council and Commission to create an instrument intended for the cofunding of the work of digitalising archives; 3) calls on the Commission, the EIB and the Council to consider the possibility of contributing to financing digital projection material (e-cinema) which is very costly for European cinemas; 4) regrets that, in its communication, the Commission does not encourage the Member States to introduce tax incentives on their territory with a view to attracting investment in the cinema; 5) approves the Commission's initiative which provides for revision at the end of 2002 of the Broadcasting Directive in order to modify the provisions in force and to specify the concepts of "European works" and "independent producer", without prejudice of infringement proceedings towards Member States that have not correctly transposed the Broadcasting Directive.
