27/06/2002 (Agence Europe) - Chancellor Schröder said in a speech delivered in Montreal that he was in fa vour of a "powerful executive" in Europe, that would be the European Commission. At the "head of the European government" he would like to see the Commission President appointed by the European Parliament, while the EU Council would be an "essentially legislative chamber".
