Commission proposes "Tripartite social summit for growth and employment"

Brussels, 26/06/2002 (Agence Europe) - On Wednesday the European Commission adopted a communication on the European social dialogue an a proposal for creating a "Tripartite Social Summit for Growth and Employment", in order to strengthen dialogue between social partners and the public authorities on the choice and way forward for economic and social policy. This social summit will consist of the Acting President of the Council at a heads of State and Government level, including the Commission and social partner representatives. It will meet up at least once a year just before the spring European Council. The European Trade Union Confederation (ETUC) will be responsible for the technical co-ordination of the workers' delegation, with UNICE responsible for that of the employers. The Commission communication calls on social partners to develop autonomous dialogue that is "currently too limited" and establish common work programmes (as stressed in the Laeken declaration, supported by Heads of State and Government to the European council of Barcelona). These common work programmes are expected, according to the Commission, to achieve practical results, such as integrated agreements in Community law. The Commission is also suggesting consultation between social partners before drafting proposals for employment guidelines.
