25/06/2002 (Agence Europe) - The "European Constitution Intergroup" of the European Parliament is opposed to the idea that the European Council may designate a president of the European Union. Such a presidency would not have sufficient legitimacy and would not be sufficiently transparent, says the Intergroup, which presses for election of a president by the European Parliament. It also reaffirms that it is the president of the European Commission that should be at the head of the European Executive, because only the Community method promotes European common interest and guarantees a balance between large and small Member States. "The future must be a Europe of Citizens and not a Union of governments", stresses an Intergroup press release.
