Parliament in favour of creation of joint border-guard patrols along Kaliningrad borders

Strasbourg, 17/05/2002 (Agence Europe) - By adopting the report by German Social-Democrat Magdalene Hoff (see debate in EUROPE of 16 May, and yesterday's bulletin, p.8 for the meeting of the EU/Russia Commission), the European Parliament approved the Council and Commission's intention of finding solutions for the enclave of Kaliningrad in the framework of the EU-Russia Partnership and Co-operation Agreement. It calls on the Commission to develop projects with the authorities of Kaliningrad aimed at improving border cross-over infrastructures, as well as the qualifications of border guards and customs agents, and on the relevant Russian customs authorities, fir their part, to encourage adoption by their agents of a modern attitude, mindful of the needs of citizens and thus contribute to the rapid processing of customs formalities. Parliament urges the Commission to examine the possibility of multilateral (Russia and European Union) border-guard patrols along the Kaliningrad's borders, and deplores the fact that neighbouring countries which have requested permission to open or extend a consulate in Kaliningrad should still be waiting for a positive response from the Russian authorities. It supports the appeal that Commissioner Patten made to Russia for the latter to facilitate the delivery of an international passport for the inhabitants of Kaliningrad. The Commission is urged to propose to Russia opening a branch of the EU mission in Kaliningrad so as to contribute on the ground to the satisfactory implementation of the European Union action programme for the enclave of Kaliningrad, in collaboration with Russia: according to the EP, it is conceivable that this branch be handed other tasks in the future. Finally, Parliament asks the Commission to help Kaliningrad adapt the standards of its products for export to those that apply in the EU, and to ensure greater economic presence in Kaliningrad, by improving the coherence between the TACIS, PHARE and Interreg programmes and more closely involving international financial institution in drawing up projects.
