17/05/2002 (Agence Europe) - Discussions between the Fifteen on the Presidency's draft decision on police and judicial co-operation against terrorism are in fact at a preliminary stage. Contrary to what we unfortunately wrote (see EUROPE of 16 May, p.7), Coreper has simply taken note of the proposal and decided to forward it to the EP for it to give its opinion by 15 September. Although the subject has already been raised between delegations, substantive discussions will begin next Monday and Tuesday at a meeting of the Article 36 Committee, which brings together justice and home affairs experts of the Fifteen. To have its proposal go through, the Presidency will have to overcome the reservations we mentioned over its utility.
