Brussels, 05/03/2002 (Agence Europe) - On Tuesday, during preparations for the Barcelona Summit, the ECOFIN Council adopted the Spanish Presidency's "Key Issues" document on the economic policy guidelines for 2002 but because of the position taken by the French, left the responsibility for debating the manner in which the energy markets would be opened, to Heads of State and governments.
