01/06/2001 (Agence Europe) - Whereas the European Commission and Commissioner Philippe Busquin recently took different initiatives to promote scientific cooperation between the EU and Russia, Moscow seems determined to isolate its research work. According to an article published by the French daily, Libération, the Science Academy ordered that the control should be reinforced on articles in preparation as well as the exchange of information with foreign countries to prevent the publication abroad of non-authorised information. Research workers should also notify of all visits from foreign colleagues, all requests for international grants, and hand in a report on their own movements outside Russia. The Academy has apparently even asked for measures to be set in place concerning access by scientists to international networks (like the Internet) in order to "guarantee the security of information with restricted access".
