Brussels, 21/05/2001 (Agence Europe) - At first glance, the Third United Nations Conference on Least Developed Countries (LDC III), hosted in Brussels by the EU, had mitigated results. The action plan, adopted on Sunday following a week of works, expressed the desire of the international Community to reduce by half the number of people living in extreme poverty and suffering from hunger, by 2015, and to promote sustainable development in the 49 poorest countries of the world, but it contains not immediate concrete measure. It is summarised by a list of seven engagements of which the most innovative concerns the recommendation to untie aid granted to LDC. The opening of markets of the rich countries to LDC products (on the basis of the EU's "Everything But Arms" initiative) are present as aims to be achieved. Its effectiveness depends upon the implementation of the undertakings made. Civil society, gathered in NGO forum on the sidelines of the conference stated its disappointment with the results gained as: a) there has been no complete and unconditional cancellation of LDC debt; b) the signatories have not renewed the undertaking to increase State aid for development to 0.7% of GDP by 2005; c) there has been no allocation of additional resources to help the LDC limit the impact of climatic change.
