Commission wants to increase use of internet to consult public in decision-making process

Brussels, 06/04/2001 (Agence Europe) - The European Commission has decided to set up an "interactive system for drawing up policies", by the end of 2001, using the Internet to gather the reactions of citizens and operators on Community policies. One of the goals of the European Executive is to fill the gap in the dialogue with the European market. A Eurobarometer poll of January 2001 showed that 73% of companies consulted consider that the Commission is not sufficiently attentive to their concerns. The initiative, presented to the press on Friday, comes within the framework of the -Commission programme. "We want to ensure that the formation of policies responds more accurately to events and consumer needs", Jobst Kirchmann, an Commission official responsible for the programme, explained. Frits Bolkestein, Commissioner responsible for the Internal Market, declared that his services "need permanently updated information that tell us where and why problems arise on the markets so as to be able to find solutions as quickly as possible". The system presupposes the creation of two organising mechanisms on the internet: 1) return of information, to gather reactions using the existing points of contact as intermediaries; 2) consultation, to gather reactions on new legislative proposals. In this field, the Commission is above all seeking to improve the techniques used and is kkeping a low profile due to the lack of success. For example, a questionnaire recently submitted to "European citizens" in the framework of the Lamfaluussy Report only received 250 answers.
