20/02/2001 (Agence Europe) - Turkish Foreign Minister Ismail Cem, said in Lisbon on Monday, where he met his Portuguese counterpart, Jaime Gama that "Turkey would be handing "probably" by mid-March its national programme to European Union officials in view of the country's membership of the Union.
