Brussels, 20/02/2001 (Agence Europe) - The European Parliament mini session that will take place on the 28 February and 1 March in Brussels should enable in particular to vote on the supplementary and amending budget N°1 to the EU 2001 budget adopted following the Mad Cow crisis (see EUROPE of 12/13 February, p.8, concerning the approval without discussion, by the Ecofin Council, of this draft EUR 971 million budget). Furthermore, the agenda foresees several reports on electronic communication, fisheries policy and relations with Latin America. For its part, the European Commission will present, on Wednesday afternoon, the main decisions it has taken on the same day, during its weekly meeting, probably concerning the Commission's internal reform, and the MEPs will no doubt want to question the Commission and Council over the situation in Iraq, after the recent American and British bombings (a theme which will be raised by the General Affairs Council on 26 February). Below is the agenda in detail, though susceptible of being modified:

Common discussions over three draft Directives on electronic communications: Brunetta (Forza Italia) report, on access to electronic communications networks and their interconnection, Paasilinna (Social Democrat, Finland) on a common regulatory framework for electronic communication networks and services (see below), Niebler (EPP, German) on the authorisation of electronic communication networks and services (for all three reports, codecision, first reading).
Wijkam (EPP, Swedish) report on the European Commission Communication concerning energy efficiency.
Haug (Social Democrat, German) and Ferber (EPP, German) report on the draft supplementary and amending budget to the 2001 budget.
Jackson (Conservative, British) report, President of the Environment Committee, on the common draft recommendation, approved by the conciliation committee, foreseeing minimum criteria applicable to environmental inspections in the Member States (codecision, third reading).

Gemelli (EPP, Italian) report on the European Commission Communication concerning the European Union's development policy.
Common discussion on the large migratory fish stocks: Varela Susanzes-Carpegna (EPP, Spain) report, President of the Fisheries Committee, over the draft regulation establishing certain measures for the checks on stocks and over the draft decision on an EU financial participation in the costs of stock management, and the Pietrasanta (Greens/ALE, French) report on the draft regulation foreseeing certain technical measures for the conservation of certain stocks of large migratory (for all three report, consultation in one reading).
Gallagher report (Union for a Europe of Nations) on the draft regulation on a protocol for EU/Equatorial Guinea fishing.
