Brussels, 02/02/2001 (Agence Europe) - With the adoption by an overwhelming majority of the O'Toole Report on "new frontiers in book production: electronic publishing and printing on demand" (see EUROPE of 27 January, p.14), the European Parliament entrusts the European Commission with proposing a legislative framework for electronic publishing (469 vote in favour, 21 against and 9 abstentions). It calls on Member States to study the application of the specific VAT regime for publications downloaded from the Internet (285 for, 192 against and 22 abstentions). The Parliament also invited the Commission to proclaim a "European Year for Books and Literacy" and a European Day for Reading (23 April, for example) in the context of a permanent campaign against illiteracy. It is expected to support technological progress to improve the protection of authors' rights and authenticity, mainly the right of authors to be informed and cited when their works are used.
