Britain's C&W - CABLE AND WIRELESS is in talks with SINGTEL - SINGAPORE TELECOM, negotiations that could lead to the creation of a joint-venture uniting the Singapore operator and HONG KONG TELECOM in which the British operator has a 54% stake. The operation would create the second largest Asian operator, behind Japan's NTT.
