On Tuesday 14 July, the European Union submitted its proposals to move forward with reform of the World Trade Organization (WTO) in three separate documents.
The first takes stock of discussions at the organisation’s 14th ministerial meeting, in Yaoundé in March (see EUROPE 13839/17). In addition, it proposes revising the existing exceptions to the principle of ‘most-favoured nation’ (MFN) and adopting sectoral multilateral agreements (see EUROPE 13911/35). “Such agreements could combine liberalisation commitments with relevant disciplines, allowing Members to address the specific challenges of a sector or of a value chain, while reserving the benefits of those agreements to participating Members,” the document states.
The second document sets out proposals on disciplinary measures, subsidies and industrial policy, while the third concerns WTO governance.
