EU sanctions five entities and one person from Russian military-industrial complex in retaliation for deadly strikes on Kyiv

On Friday, 17 July, the Council of the EU adopted sanctions against five entities and one person from the Russian military-industrial complex in response to Russia’s increasing, incessant aggression towards Ukraine—notably its deadly strikes on Kyiv during the nights of 1 to 5 July 2026 and its brutal military campaign that deliberately targets civilian infrastructure.

High Representative of the Union Kaja Kallas had announced that she would propose such measures on 2 July (see EUROPE 13901/30).

As a result, the EU is sanctioning five entities that are part of the ABS Electro group, “which develops and manufactures electronic and radio-electronic components needed for drone warfare”, according to the EU Council. The sanctioned entities are the joint-stock companies ABS ZEIM Automation and Sokol Asset, the limited liability companies Asset Automation and Asset Electro, and the open joint-stock company named All-Russian Scientific Research, Design and Technological Institute of Relay Construction with pilot production.

The person targeted [by sanctions] is Irina Kharisova, the chair of ABS Electro’s board of directors and the director of several companies that are part of that group.
