The European Union Agency for Fundamental Rights (FRA) published, on Friday 3 July, its contribution to the European Commission’s 2026 report on the implementation of the Charter of Fundamental Rights, which will focus on the role of National Human Rights Institutions, Equality Bodies and Ombuds institutions in protecting and promoting the Charter.
The document, based on data collected between 2020 and 2026, examines the organisation and powers of these bodies, their use of the Charter and the difficulties encountered in carrying out their tasks.
The FRA also notes significant differences between Member States, both in terms of resources and powers and of guarantees of independence.
In addition, the Agency argues that these bodies could be more closely involved in drawing up national policies, monitoring the application of European Union law and evaluating programmes financed by European funds.
It also calls for more systematic use of their analyses by the European institutions, as well as stable financial support and skills development actions to support implementation of the Charter.
