The Committee of Permanent Representatives of the Member States to the EU (Coreper) adopted, on Wednesday 24 June, the Council’s position on a proposal to simplify and streamline rules and procedures in the areas of industrial emissions, circular economy and geospatial data.
This text forms part of the ‘Omnibus VIII’ simplification package (see EUROPE 13894/8).
The package comprises several targeted measures amending six legislative acts, notably the speeding up of environmental assessments, the reduction of administrative burdens linked to industrial reporting obligations, as well as the modernisation of the geospatial data framework (INSPIRE Directive). Certain provisions relating to extended producer responsibility have, however, been put on hold because of strong reservations from several Member States and a future revision planned for 2026.
Among the main advances, the Council provides in particular for the reduction of reporting obligations for certain industrial and agricultural sectors, the easing of certain requirements linked to batteries, as well as the modernisation of environmental data management and sharing systems.
Discussions will continue under the Irish Presidency of the Council, with a view to a final agreement with the European Parliament.
