The European Parliament approved on Thursday 18 June, by 437 votes to 112 with 20 abstentions, the new EU circularity rules covering the entire vehicle life cycle, from design to end-of-life treatment.
EU co-legislators reached a provisional agreement regarding the new rules for end-of-life vehicles on 12 December last year (see EUROPE 13772/8). The rapporteurs are Jens Gieseke (EPP, German) and Paulius Saudargas (EPP, Lithuanian).
The plastics used in each new type of vehicle will have to contain a minimum of 15% recycled plastic within six years, and then 25% within 10 years. At least 20% of this recycled plastic will have to come from materials sourced from end-of-life vehicles or reused parts. The Commission may introduce targets for other materials (recycled steel, aluminium and magnesium) in the future. Three years after the text enters into force, extended producer responsibility will be introduced for manufacturers (covering the costs of vehicle collection and treatment). The regulation still needs to be approved by the EU Council and will then apply 24 months later.
