On Thursday 23 April, the Council of the European Union formally validated by written procedure the draft ‘One Europe, One Market’ roadmap drawn up with the European Parliament and the European Commission. The document had been revised and made less ambitious in recent days, following an initial version presented by the Commission on 17 April (see EUROPE 13851/6).
The weakening is due to the removal of the reference to possible enhanced cooperation to advance the integration of the single market on certain policies and to more vague timetables on certain dossiers, with targets for obtaining agreements, rather than “final adoptions”.
According to the text, the institutions “will meet at least every two months to review progress, identify obstacles, coordinate actions and update and supplement the annex as necessary”. An event is scheduled for 24 April in Cyprus to formalise this roadmap agreed between the three institutions, with a signature planned from the presidents of each institution.
