European Commission proposes autonomous and permanent legal framework for EUSPA

On Tuesday 7 April, the European Commission adopted a proposal for a regulation to transform the European Space Programme Agency (EUSPA) into a European Union Space Services Agency

This proposal aims to guarantee the continuity of the Agency’s operations beyond the EU’s multiannual financial frameworks (MFFs) by providing it with an autonomous and permanent legal framework (see EUROPE 13822/27).

The text aims to extend its missions to include the management of new space components, such as secure connectivity (IRIS2), space weather and the surveillance of space objects, while reinforcing the security and resilience of space infrastructures. 

The Commission is forecasting a budget of €979.6 million for the period 2028-2034, compared with €525.7 million for 2021-2027.

Modernised governance is planned, with a strengthened Administrative Board including a greater role for the Commission in strategic decisions, the creation of a Deputy Executive Director post to ensure continuity of operations, and an independent Security Accreditation Board (SAB) to oversee critical aspects of space security.
