Brussels, 18/03/2026 (Agence Europe) – Spain’s Minister of Foreign Affairs, José Manuel Albares, on Wednesday 18 March in Alcalá de Henares, at the Editored congress of European and Latin American editors, which Agence Europe is attending, expressed the hope that the next Secretary-General of the United Nations, to be appointed at the General Assembly in September, would be “a man or a woman from Latin America”. The five candidates declared at this stage include Chile’s Michelle Bachelet, Argentina’s Rafael Mariano Grossi and Costa Rica’s Rebeca Grynspan Mayufis. With a view to the Ibero-American summit to be hosted by Spain in early November, Mr Albares proposed the creation of an “Ibero-American civil protection mechanism” modelled on that of the European Union, to intervene in the event of a climate crisis. He also wanted to boost the “mobility” of the Spanish-speaking scientific community through concrete projects. (MB)
