Eurelectric supports applying “secure-by-design” criteria to contend with attacks on Europe’s energy system

In the context of the Munich Security Conference on Friday, 13 February, Eurelectric published a new report with its recommendations for contending with cyberattacks as well as physical attacks on Europe’s energy system.

The federation of the European electricity industry recommends that “secure-by-design” criteria be applied to EU-funded projects and investment frameworks. These projects’ eligibility should thus not only be conditional on the integration of security criteria but also include, among other things, black-start capabilities and specific contingency protocols.

Moreover, the report recommends that the NATO spending target for critical infrastructure resilience be allocated to electricity infrastructures.

Priority areas include stockpiling high-value grid components, developing capabilities so as to be able to make repairs quickly, ensuring robust communications, and funding joint civil-military crisis exercises.

Eurelectric is also calling for increased cooperation between the Electricity and Gas Coordination Groups to be envisaged in the context of the revision of the EU’s energy security architecture and for a shared ‘Design Basis Threat’ (DBT) reference for EU-wide threats to be adopted.
