09/02/26 (Agence Europe) – On Monday 9 February, the European Commission published a regulation in the Official Journal of the EU requiring imports of lightweight thermal paper from China to be registered. This is thermal paper with a basis weight of 65 g/m2 or less, sold on rolls. Anti-subsidy proceedings were opened on 7 November last year, following a complaint lodged by the European Thermal Paper Association (ETPA) and its members. The purpose of the registration procedure is to ensure that any countervailing duties can be levied retroactively on imports subject to registration. At this stage of the investigation, it is not yet possible to estimate the amount of the subsidies, but according to the calculations provided in the complaint, the injury elimination level would be - as an indication - between 10 and 25%.
