European Commission consults on future safeguards for steel

On Friday 18 July, the European Commission opened a consultation – running until 18 August 2025 -– aimed at providing input for its work on the future European steel safeguard. This will replace the current steel safeguard measure, which expires on 30 June 2026. The European Commission plans to publish its proposal before the autumn.

With U.S. tariffs of 50% in force, European steel producers are even more exposed to Chinese overcapacity in this sector.

When asked about the future safeguard after a meeting of industry ministers in Copenhagen on Friday 18 July, the European Commission’s executive vice-president, Stéphane Séjourné, repeated his promise of a proposal before the end of the year. It is thought that this will reduce the amount of steel imported into the European Union from abroad by more than 50%. “It’s a good initiative for the sector, and it will provide Arcelor Mittal – who was asking for exactly these figures – some perspective”. Member States and industry are encouraged to respond to the consultation. 

Stakeholders are also invited to comment on different scenarios for this future safeguard.
